Right of Way Permits and Inspections


Concrete, Excavation and Traffic Control

Attention Contractors! Beginning Monday, Nov. 6, the City of Colorado Springs is using a new online permitting system for issuing concrete, excavation and traffic control permits. You can now apply and pay for permits, as well as schedule your inspections online.  


NOTE:  Contractors performing excavation or concrete work in the public right-of-way are required to be licensed, bonded and insured.  A license for either type of work must be obtained from the City Clerk's Office located at 30 South Nevada, Suite 101.  Licensing requirements and application forms are online for both Concrete Contractor Licensing and Excavation Licensing.  Please call the City Clerk’s Office at (719) 385-5901, option 1, or email if you have questions regarding obtaining or renewing a license.

**Step 1 – Register for a New Account

To use the new online permitting system, you will need to register for a free account.

NOTE: Contractors with professional licenses working with concrete and excavation permits will need to call 719-385-2677 and provide your license number after online registration is complete so office staff can connect your account to your license.

Apply, Pay & Schedule Online

Once your account has been activated, you will be able to login to apply and pay for permits, request inspections, request permit date changes, and upload supporting documentation.

Fee Schedules

Review & Approval

Permits will typically be ready for payment within 1-2 working days for concrete and traffic control and 2-3 working days for excavation. Once your permit is approved and ready for payment, you will receive an email with instructions on how to pay for and print your permit.

Schedule Inspections

After purchasing a permit, requests for inspection can be scheduled in the new online system or called into the office by 3 p.m. in order to get an inspection for the following business day.  Should you reach the voicemail, please leave a message with the following information:

  • Date/time inspection is needed
  • Location of work
  • Type of work being done (forms, pour, final, etc)
  • Call-In Inspection # (5 digit code specific to your permit)
  • Contact name
  • Contact phone number

In-Person Services

You can still apply for and purchase permits in person at the City Engineering Permits & Inspections office. Cash, checks and Visa or Mastercard are accepted at the office. Checks should be made payable to City of Colorado Springs.
